Jim
Phelps in the present day is a Whistleblower against massive Government
corruption that he found out about while working as a "Development
Staff" person for the Oak Ridge National Laboratory.

Jim
Phelps thesis specialty was radiation effects on Semiconductor materials to 1
mega-Rad TD (Part of Clinch River Breeder Reactor Project's Design), and thus
worked for ORNL Divisions like the "Consolidated Fuel Recycle
Project," or "CFRP." The following was part of a
servo-manipulator system, designated M-2, intended for nuclear fuel
reprocessing hot cell activities:

Among
many other projects, Jim Phelps worked on radiation detection projects for the
Nuclear Navy Projects at ORNL, and this is one of the early reports on a system
designed to detect Tritium in Nuclear Navy Submariners due to weapons leaking

Jim
Phelps' radiation expertise led to his working on secret projects for FEMA-COG
designed to keep SAC bombers going in event of war and to report the extent of
damage across the US due to a nuclear attack. The system designed to report to
the "Mt. Weather" Eisenhower underground nuclear bunker complex near
Winchester-Berryville, Va. and used "Meteor Scatter" systems that
would work even with the extreme infrastructure damage and atmospheric
ionization effects from a full nuclear exchange. It would be the only reporting
system the president could use to assess the damage rates across the country in
near real time.
Due to
this broad range of activities, Jim Phelps became the first person at ORNL to
spot the problems of rising UV-b radiation effects on Ocean's Cloud Systems due
to this varied experience in radiation projects and human health monitoring.
Jim
Phelps found that essentially the big problem was not the bombs, but the
carelessness in making the bombs due to leaking Freon from the cooling systems
of highly enriched uranium production processes. Lots of the damage came from
the carelessness of DOE's contractors like Union Carbide, and resulted in the
world's biggest fear of radiation damage effects on the planet and its
population. The Manhattan Project actually nuked the planet rather silently via
the high levels of Freon loss leading to the Ozone Hole effects and the higher
levels of UV-b radiation damaging the phytoplankton processes that support
cloud seeding methods over oceans that keep the surface cooler.
Because
of the many cover ups at ORNL on varied issues, Jim Phelps wrote a letter about
fraud at ORNL that was published by the Oak Ridger Newspaper, that lead to the
FBI raiding ORNL and finding various problems with fraud. Six months of
subsequent investigations lead to former Pentagon types like Ray Wiltshire's
removal as ORNL VP and persons like ORNL's Charlie Mossman of the I & C
Div. being removed from management and pushed out the ORNL back door.
